How Ukraine’s Underground Economy Buys Silence at the Top
COMMENTARY, November 4, 2026–Good morning. Pour it black. This one’s going to taste like a dossier left on a hotel pillow with the pages still warm.
There are two kinds of stories coming out of Ukraine. The ones the Western press will print, and the ones they will not. The second category is longer. It includes munitions sold to the enemy for resettlement papers. Salaries collected for the dead. Organs taken from morgues. Newborns sold for cash. Biolabs funded by American taxpayers. And a media apparatus that tags every one of these claims as Russian disinformation within days of it surfacing. The common thread is not that every claim is proven. The common thread is that the architecture makes looking the other way the rational choice.
Munitions for Resettlement
Front-line sources describe a program in the early months of the war in which Ukrainian soldiers were offered payment and a free pass to resettle in Russia in exchange for handing over U.S.-supplied munitions or equipment. Official channels deny it. The DOD Inspector General and the GAO say they found no evidence of diversion. Tucker Carlson’s February 2025 claim that Ukraine sold up to half of its U.S. weapons was fact-checked as unsupported. What is documented is the machinery for diversion. The SBU busted a Mykolaiv entrepreneur in September 2025 trying to smuggle naval artillery to Russia through EU shell companies. The SBI and SBU detained five servicemen in March 2026 in the Kharkiv-Donetsk direction selling machine guns, grenades, and ammunition for over 1.5 million hryvnias a month. A second lieutenant was caught mid-transfer of $50,000 for 340 re-sold drones. The Financial Times documented $770 million in advance payments to foreign arms brokers for weapons never delivered. The claim sits in a contested zone. The infrastructure for it is not contested.
Payroll Diversion and Widow Compensation
The arithmetic favors ambiguity. A confirmed death pays out 15 million hryvnias to the family. An unconfirmed missing soldier keeps generating monthly salary indefinitely with no payout trigger. Front-line sources describe unit commanders collecting those salaries through unit accounts instead of filing death paperwork. In January 2026 seven people in Lviv region were charged with embezzling 5.3 million hryvnias using the personal data of a fallen soldier and a missing soldier. The SBI’s August 2026 operation Justice for Soldiers ran 72 searches across 21 criminal proceedings. A National Guard commander and chief of staff unlawfully accrued nearly 12 million hryvnias in combat pay for 164 servicemen who never fought. A Zakarpattia battalion commander paid a soldier over 1.5 million for two years of fictitious service. The 110th Mechanized Brigade scheme paid 50-plus soldiers half salary to stay home. CEPA and the Georgetown Institute for Women, Peace and Security documented over a thousand Ukrainian families who have not received the compensation they are legally owed. One widow’s death certificate came back blank. Suicide is classified as non-combat, which kills eligibility. The longer a man stays missing on paper, the longer the payroll runs and the longer the death gratuity stays in the system.
Organ Harvesting and Baby Mills
In August 2026 Prosecutor General Kravchenko announced four employees of the Chernivtsi Regional Pathological Anatomy Bureau detained for illegally removing skin, bones, tendons, and corneas from deceased bodies and selling them to bioimplant companies through fictitious contracts, routed through Kit Group currency exchanges for at least 190,000 hryvnias in profit. Ukrainian law explicitly prohibits harvesting from combat dead. Fact-checkers note that Russian channels have inflated the case into broader claims about soldier organ harvesting. On baby selling, ARMA exposed a Kyiv-Kharkiv clinic scheme in January 2025 selling newborns abroad for 50,000 to 70,000 euros each, with surrogate mothers paid about 12,000. Kyiv police sent clinic directors to trial in October 2024. Ivano-Frankivsk prosecutors stopped a mother of five selling her newborn for $20,000 in July 2026. OCCRP’s Story Killers investigation tied the World Center of Baby, a Florida-registered Ukrainian surrogacy agency, to a network across Kyiv, Tbilisi, Albania, Cyprus, and Mexico. Packages ran over $100,000. In February 2026 the firm declared bankruptcy, clients were abandoned, and a Ukrainian surrogate in her eighth month was found dead in Tirana. The industrial baby-mill claim has no credible sourcing and is flagged as recurring Kremlin disinformation. The clinic-level cases are documented.
Sex Trafficking
The U.S. State Department’s 2026 Trafficking in Persons Report says Ukrainian police investigated 180 trafficking cases in 2025 — 59 for sex trafficking alone — up from 116 the year before. They identified 484 victims, prosecuted 84 suspects, and convicted 29. For the first time in eight years they convicted a government employee complicit in trafficking. The National Police told INTERPOL in December 2025 they had exposed over 490 cases since the invasion began, dismantled 18 organized groups, and identified 414 victims. Documented cases include a nine-member criminal organization earning over 10 million hryvnias a month from sexual exploitation, a Donetsk network luring women from frontline regions into the EU with false job promises, and a Zaporizhzhia woman detained for organizing a channel moving Donetsk women to Poland for sex work.
Biolabs and the Zelensky Dark Networks
In June 2026 Tulsi Gabbard released declassified slides showing over 120 U.S.-funded biolabs across more than 30 countries, with more than 40 in Ukraine. The Pentagon’s Biological Threat Reduction Program invested roughly $200 million since 2005, supporting 46 Ukrainian labs. Four facilities were named with dollar figures. Black and Veatch was the contractor. The slides listed pathogens studied — anthrax, tularemia, plague, Marburg, Ebola, Lassa. Gabbard accused the Biden national security team of covering this up. She did not claim bioweapons were built. No public reporting ties Zelensky personally to biolab payments. What is documented is the separate corruption record. Operation Midas exposed a $100 million Energoatom kickback scheme run by Timur Mindich, Zelensky’s Kvartal 95 co-owner, who fled to Israel hours before raids. Andriy Yermak was charged with laundering 460 million hryvnias through the Dynasty compound. Operation Forrest Gump saw Iryna Mudra and others launder 150 million hryvnias to post bail for Justice Minister Herman Halushchenko. State Special Communications Service officials inflated drone prices 60 to 90 percent above market. 106,000 metric tons of state grain worth 776 million hryvnias vanished. Prosecutor General Ruslan Kravchenko resigned after NABU exposed officials in his office taking $7,000 a month per scam center in protection money. Five Servant of the People MPs were charged for cash paid from a black fund in exchange for parliamentary votes. The Pandora Papers showed Zelensky and his partners holding offshore companies in the British Virgin Islands, Cyprus, and Belize.
The Disinformation Layer
BBC Verify, Vox Ukraine, EU vs Disinfo, and Ukraine Fact Check have tagged the industrial baby-mill claim, the soldier organ-harvesting expansion of Chernivtsi, and the munitions-resettlement program as Russian information operations. The speed is consistent. Explosive claims are labeled within days. The labeling is itself the mechanism. Once a story is tagged Kremlin narrative, the cost of investigating it rises and the cost of ignoring it falls. The same organizations that fund the labeling — Internews, Open Society, USAID — are the same organizations that funded the media layer documented in Part Two. The disinformation label does not require the claim to be false. It only requires the claim to be inconvenient.
The Through-Line
Every thread ends at the same place. Not Zelensky personally in every case. The architecture that makes looking the other way the rational choice. Munitions diversion is denied by official channels while the machinery for it is documented. Payroll diversion is charged in criminal cases while the incentive structure remains intact. Organ and tissue trafficking is prosecuted at the margins while the larger claims are labeled disinformation. Baby selling is documented at the clinic level while the factory claim is dismissed. Biolabs are declassified while the personal-payoff claim has no paper trail. Dark networks are exposed by NABU while the people at the center flee or resign. The media layer tags the most explosive claims as Russian operations within days. The result is not that nothing is true. The result is that the cost of asking the next question is always higher than the cost of accepting the last answer. That is the blind eye. It is not a failure of oversight. It is the product being sold.
The war is not only a tragedy. It is a business model. The underground economy is not a side effect. It is part of the revenue stream. And the disinformation layer is not a defense of truth. It is a defense of the revenue stream. Unfiltered truth. Stay with me.
