Chaos Inc. Comes Home: The 101 Framework and the U.S. Version

November 1, 2026, COMMENTARY–Good morning. Pour it black. This one’s going to taste like a dossier left on a hotel pillow with the pages still warm.
In 2018, my younger brother David looked at me while I was screaming at the television. Maxine Waters and the rest of the California Democrats were running the impeach-resist circus against a president who was doing exactly what the voters had elected him to do.
David said, “Why are you complaining? Do something about it. Run for office. I dare you.”
I thought about it for a second and said, “Okay. You’re on.”
That dare is why I am still here. I served in the United States Coast Guard. I remember when the Pledge of Allegiance meant something, when the oath of office meant something, when you felt you were part of an experiment worth defending. Norman Rockwell’s America still existed in the neighborhoods I knew. Screen doors stayed open at night. Fast-forward to today and the same institutions that once protected that experiment are being used to dismantle it.
Benjamin Franklin walked out of Independence Hall in September 1787. A woman asked him what kind of government the delegates had created. He answered: “A republic, madam, if you can keep it.” Two hundred thirty-nine years later, the answer is being tested in real time in California by people who never believed in keeping it.
The word “democracy” appears nowhere in the Constitution. James Madison, in Federalist No. 10, warned that pure democracies “have ever been spectacles of turbulence and contention… as short in their lives as they have been violent in their deaths.” John Adams wrote that democracy never lasts long; it soon wastes, exhausts, and murders itself. The founders built a constitutional republic with brakes. Today California Democrats never say “constitutional republic.” They say “democracy.” When they say democracy is under attack, they mean the infrastructure is under audit.
The 101 Framework
On October 19, Asra Nomani at Fox News Digital published an investigation titled Chaos Inc. The organization Chaos Inc. comprised one hundred one organizations across nine countries that included a red-green alliance of communists, socialists, Antifa, and Islamist networks coordinating from France to the streets of Los Angeles. What she documented abroad is now being executed at home, and California is the flagship store. Their 101 framework model is deployed internationally. It has NGOs, unions, media arms, legal networks, foreign state actors, and street mobilizations operating under a single doctrine of disruption, narrative control, and institutional capture. The U.S. version is the same architecture, funded by the same donor class, trained on the same playbooks, and pointed inward.
Why This Election Matters
The vote is the last place on Earth where a registered citizen’s ballot weighs exactly the same as a billionaire’s. One person, one vote. That is why I became co-lead plaintiff in Election Integrity Project California v. Padilla and Weber, filed January 4, 2021. The complaint argued that noncitizen voting and improper ballot handling diluted the votes of legitimate California citizens. After two years in court, the Ninth Circuit dismissed it as “garden-variety irregularities.” The evidence was never examined. Vote dilution is the constitutional injury at the heart of it. A ballot cast by a noncitizen doesn’t just add a vote. It subtracts from yours.
Pillar One: The Politicians
Senator Alex Padilla made roughly 40 to 50 distinct statements in 2026 defending CA elections. Around 12 -13 X posts were published under his profile since January. Padilla also issued fifteen press releases and oversight letters, and made six TV appearances on the same topic in October alone.
Governor Gavin Newsom announced on October 29th that he was deploying 134 attorneys, roughly 800 observers, 54 hotline operators, and nearly 1,000 volunteers to assist with the upcoming CA midterm elections.
On November 1st, Attorney General Rob Bonta issues a public statement saying, “IN TWO DAYS… It’s time we TAKE OUR COUNTRY BACK.” In an open letter, court-loss posts based on data available, Bonta called feds “trash.”
Meanwhile, other politicians weigh in. CA Secretary of State Shirley Weber issues a formal rejection letter against the DOJ’s filing on October 14th. Senator Adam Schiff publicly announces, “We recognize no king,” in an attempt to fuel the No Kings movement. CA governor Democrat hopeful, Xavier Becerra, arranges a Hollywood rally on November 1st. Rusty Hicks, organizes 800 observers and 134 attorneys with the purpose of defending the current state of CA elections. The parroting is the tell and smell of propaganda. Same words are spoken using different microphones within the same 48-hour window.
Pillar Two: The Unions and the Closed Loop
Counting the national AFL-CIO layer, the union army positioned to defend the current CA election system stands at about 50,000 or more. This bohemian number overshadows the conservative floor in California, which is around 11,000 boots on the ground. The organization of the pro-union masses offering support of the current CA election system is massive and well-structured.
The LA Fed’s Vote Union command center opens at 2130 James M. Wood Boulevard four days prior to and during Election Day. For added backup, Miguel Cruz’s builds a phone tree that is able to mobilize within 30 minutes to dispatch Democracy Defenders. SEIU represents more than 3,000 workers who perform election-related duties across approximately 19 California counties. SEIU Local 721 and Local 521 represent the workers who process and tabulate ballots in the counties where they also endorse and fund the supervisors who sign their contracts. The OC Register flagged it on June 12th. That’s not a union. That’s a closed loop.
Three: The Judges
California has about 1,900 judges. Newsom put 695 of those judges on the bench between 2019-2025, and 521 of all CA judges are Democrats. Not one election challenge has reached a jury. Trina Thompson, Biden appointee confirmed 51 to 44, issued a TRO on October 30th blocking DOJ from threatening election officials with criminal prosecution. Judge David Carter told DOJ to go out and indict. Bianco seizes 650,000 ballots in February. Between the seizure and the Supreme Court ruling, Sacramento passes four bills creating felonies that did not exist when Bianco acted. The ballots, which were evidence, were destroyed October 13 under Elections Code 17302(c).
Pillar Four: The Media Arm
Bill Kristol launched ShareBlue in 2017. David Brock’s leaked Democracy Matters memo laid out four organizations with one mission: Media Matters to discredit, American Bridge to research, CREW to sue, ShareBlue to control the narrative. It rebranded as The Bulwark. Kristol sits on the State Democracy Defenders Fund board with Norm Eisen. KCRA, ABC7, and USA Today. His new org ran the Coalition for Humane Immigrant Rights (CHIRLA) story about four-in-ten non-citizens could not be found on the state’s voter rolls without mentioning CHIRLA was the plaintiff. Bill Essayli’s office sampled 200 names in LA County and re-confirmed all 200 as foreign-born.
Pillar Five: Education
The educational arm produces the voters who never learned the difference between a republic and a democracy. University of Virginia alone has 94 DEI officials. Nearly half of large universities require DEI loyalty oaths. Colleges of education train future teachers in critical pedagogy. One-in-ten college students major in education. Ninety percent of public-school teachers hold state certification. The pipeline is the product.
Pillar Six: Law Enforcement
Since 2016, George Soros has spent at least $117 million electing district attorneys. One hundred twenty-six prosecutors signed pledges. They represent over 70 million Americans and preside over 40 percent of all homicides. The vilification of ICE follows the same Mockingbird script. Agents are called Nazis and fascists. Their families are doxed. The actual mission is reframed as kidnapping Latinos.
The Command Layer
State Democracy Defenders Action, EIN 93-1524544. Norm Eisen, executive chair. Bill Kristol among the directors. Sayer Lagalle listed as ESRN Director at $147,653. ESRN internal memos advise against fighting claims with facts because “when we fight feelings with facts, we lose.” January 3 is the focal date. Project 126 has the lawsuits pre-written. State Democracy Defenders Action paid Elias Law Group $151,764 in 2023 and $592,365 in fiscal 2025. FWAD, the Federal Workers Alliance for Democracy, is a founding partner of the Nationwide Deliberation Campaign. Paul Zeitz typed about consulting federal workers on blocking inside the agencies.
The Human Cost and the Question
A neighbor’s mother went to vote in Los Angeles. They told her she already voted by mail. She had the mail ballot in her hand. They took it and gave her a provisional ballot. Of 200 names pulled from the federal list in LA County, more than half had canceled or inactive registrations, 39 percent listed a U.S. birthplace, and 71 percent had no voting history. That’s the state’s own preliminary finding.
The question was never whether Trump overreached. The question is why California’s entire political class moved in lockstep the moment someone asked to see the ballots. That’s not democracy defending itself. That’s a cover story with a budget. And, the Elections Code has a name for people who knowingly cover election crimes. It’s not a public servant; it’s a defendant.
The 101 framework was built for other countries. The U.S. version is now fully operational. Franklin asked if we could keep it. The founders answered with structure, not slogans. The people now running California answered with a word that appears nowhere in the founding document. I got into this on a dare from my brother. I stay in it because the experiment is still worth defending. The only thing that changed is which side holds the gavel.
